Is chickpea splits the same as normal chickpeas (but halved)?

Yes it is normal chickpeas that are split. The split chickpeas may be of slightly smaller grade than the whole ones but they are chickpeas.
Split chickpeas might cook faster than whole chickpeas if that is something you are looking for.
